Describe in detail what happened including the concern or potential issue, the environment (weather, terrain, fire behavior, etc), and the resulting health issue.
From the very start of INC 0273 there was communication issues. As the duty officer in Prineville I was unable to hear or speak to resources on the fire due to repeater issues and major issues with the 1616 internet based radio in my office. All of the radio traffic was completely garbled and unreadable. This is an on-going issue that has had multiple CHD and Radio tickets submitted. (too many tickets to count) Our understanding is that the internet is not strong enough to support the 1616. Regardless of what the problem is, I cannot hear or talk to the firefighters on the ground from the Duty Officer office and have better luck on my mobile truck radio in the parking lot. Luckily there hasn't been an IWI on a fire but its only a matter of time. This needs immediate attention! The problem needs to be worked on until it is solved and not kicked down the road, shoved to another person, or put off all together. I am not a radio tech nor computer tech support, so I cannot accurately diagnose the problem, which is besides the point, I need someone to work the problem until it is fixed.

This problem has existed for years and has progressively gotten worse and the agency is aware of it and has not fixed the issue.

I tried my hand held radio, I tried my mobile radio, I asked dispatch to contact Air Attack for me and get me a size up. I used wildcad E to read the log, I contacted my resources through dispatch. Cell phone attempts.
