Describe in detail what happened including the concern or potential issue, the environment (weather, terrain, fire behavior, etc), and the resulting health issue.

This year on the kern river ranger district communications have been horrible over command channels. The problem is known in dispatch and the lack of up to date communication equip.ent has been the identified problem but no solution has been come to. Someone's going to get hurt with the lack of communications on the district.

Reporting Individual : please describe actions you took to correct or mitigate the unsafe/unhealthful event.

We've tried multiple channels and tones and informed dispatch when there are issues and given them recordings of transmission when there are issues.
