Describe in detail what happened including the concern or potential issue, the environment (weather, terrain, fire behavior, etc), and the resulting health issue.

the Oregon Department of forestry radio repeaters Black Mountain, Tip Top, and Spout have been down for over a month, leaving us at dispatch unable to communicate with resources in the field. the Umatilla agency of the bureau of Indian affairs is in agreement with the Oregon department of forestry to use the aforementioned frequencies on the night of 5/25/2025 we had a BIA fire in a area there was no other repeater that would work other than ODF Black Mountain. all communication from and to dispatch with the fire had to be run with cell phones for a fire at night with UTV use at night

on the initial dispatch to the Incident I spoke with the IC about the issue we agreed the only way we could proceed was by phone as well as they track with the county dispatch
