O. 7/26/17 our engine was assigned to the Raven fire south of Battle Mtn NV This was a initial attack fire. The fire was active, burning in PJ. A engine went up into the fire and the engine captain stepped out of his role, and began playing the role of OPS, leaving his two unqualified crew members to run the engine and engage the fire. The engine captain is unqualified to be in the position of OPS, as his highest qualification is ENGB. This is known to the "command staff" on the fire, but is allowed to be in this position on this fire.
Leaving an unqualified person in the position of OPS creates a very unsafe conditions for all personal assigned to this fire. Leaving his engine with two unqualified firefighters creates an unsafe environment for both them and those who are assigned to work with them on the same division and of fire.
Having unqualified personnel in positions of leadership create a culture of distrust and unknowns which then lead to injuries or death. |
