Describe in detail what happened including the concern or potential issue, the environment (weather, terrain, fire behavior, etc), and the resulting health issue.
The CWZ Type 3 Incident Management Team took over the Mill fire at 0700 on 5/7/2019.

Multiple agencies were assigned to the fire.

While trying to clone handheld radio's with necessary frequencies, we experienced problems programming from the Bendix/King KNG radio's to the Bendix/King DPH radio's.

This problems seems to have begun after the latest Firmware was installed on the KNG radio's. Older Firmware in the past allowed cloning to DPH radio's.

Many non Federal resources are not familiar with hand programming or cloning and rely on us to get the frequencies loaded onto their radios.

Some non Federal resources possess Bendix King DPH radio's that are set up not allowing users to access the programming mode and will take a clone only.

The result could have been the necessity to release resources that were unable to take a clone and were unable to access the hand programming mode which will leave us short of needed resources.
Immediate Action Taken
Reporting Individual : please describe actions you took to correct or mitigate the unsafe/unhealthful event.
We were able to locate a Bendix/King DPH that allowed access to hand program.

After the DPH was programmed we were able to clone remaining DPH's.

This did take extra time to complete.
